At the meeting on Tuesday, May 20, the Committee’s Chairman Volodymyr Lytvyn informed that the initiative was introduced by people’s deputies O.Kuzmuk, A.Kinakh and V.Pylypenko.

“The issue is really very topical, thus, we obviously need to uphold conducting of such parliamentary hearings”, stressed V. Lytvyn.

The Committee decided to uphold this initiative, having recommended that the Verkhovna Rada hold hearings in September, 2014 and establish an exact date in accordance with the plan calendar of the Verkhovna Rada meetings.

The Committee’s members discussed the bill on amendments to the Law “On social and legal protection of military men and their families”, elaborated for the second reading, re guarantees in a special period (Reg. No. 4369), and recommended that the Verkhovna Rada adopt it in the second reading and in entirety.

The bill, particularly, suggests establish that the period of serving the military service by citizens in a special period is included to their length of pensionable service, length of service, relevant professional experience, and to the civil service in the double amount.

The bill also suggests supplement the current law with a provision, according to which “in a special period families of military men receive a monthly financial provision, including additional and other types of financial provision, in the amount established for military men on the day of their mobilization.

Financial provision is also granted to such members of military men families: wife (husband), in case of his (her) absence – to adult children living together with him (her), or legal representatives (guardians, curators) or adoptive parents of under-aged children (disabled persons from childhood, regardless of their age), and persons dependent on military men, or parents of military men, in equal parts if military men are not married and do not have children.”

The Committee also discussed the draft law on amendments to several legislative acts of Ukraine re improving management of objects of state property in the military-industrial complex (Reg. No. 4001), and recommended that the Parliament adopt it in the second reading.

The bill’s author V. Nemilostivyi claimed that he upholds expressed remarks of people’s deputies and the Central Scientific Experts Office of the Verkhovna Rada, and is ready to refine the document for the second reading.
